English Councils Plan to Sell Off Social Clubs and Sports Centres to Balance Books

Based on a new study of municipal councils, UK councils are planning to sell community centers, sports centres, and shopping arcades as they rely on a rapid disposal of assets to stabilize finances.

Increasing Financial Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are intending to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Local governments have previously faced criticism for disposing of public land and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or declare themselves bankrupt.

This coalition noted that a significant number of authorities attempting to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising financial reserves to manage increasing fiscal pressures.”

Specific Cases of Planned Sales

Medway Council in Kent announced its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to raise £20m over the next half-decade.

  • Gillingham golf club and business parks owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will also be sold under the plan.

Council Tax Increases and Broader Financial Pressures

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to raise council taxes next spring to address the growing cost of essential services, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will press ahead with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but some of these take time to achieve both improved services and cost efficiency,” stated a council leader.

He continued: “There are population challenges which will continue to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

National Trends and Projections

A survey of county councils recently also found council budgets being strained by the growing number of children and adults requiring Send support.

A network of councils projected that council deficits will hit £4.4bn a year by 2029, as they grapple to cope with rising needs.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a white paper outlining those reforms was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest indices of deprivation (IMD) covering UK local authorities, several participating urban areas were among the most deprived in England.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 IMD measures,” noted the report.

“While only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are much more prone to be in the most deprived fifth of the nation. The data underscores the extent of difficulties facing municipal officials across major urban centers in the next twelve months,” the report added.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the real levels of deprivation and demand,” stated a council leader.

“Lacking this, local authorities will continue to face impossible choices around which essential services to fund, and which to reduce, to the detriment of their residents.”

One in five of local authorities have cut or compromised social care provision in the last year, the study revealed.
